About the authors

Australian Jurisdictions: Mr David Cole

David is Special Counsel (Environmental Law) with the Adelaide office of trans-Tasman law firm DLA Phillips Fox. He has worked as both a consultant and lawyer in the environment sector for nearly 30 years. Until recently joining DLA Phillips Fox, David was the Director of the Centre for Environmental Management and Compliance at the University of South Australia.

David has a particular interest in contaminated sites law and remains project leader in the CRC CARE Program 4 managing a project summarising Australian contaminated sites law and policy. David also possesses particular expertise in environmental impact assessment law, water resources law, mining and petroleum law and environmental compliance policy and practice.

David holds a Bachelor of Laws and Master of Environmental Studies from the University of Adelaide and is a Barrister and Solicitor of the Supreme Court of South Australia.

Asia Pacific Jurisdictions: Mr Wil Van Deur

Wil is the principal researcher for CRC CARE’s Asia Pacific Policy project. He has extensive experience of legislation and policy development with South Australian government agencies and specifically with the Environment Protection Authority, the Department of Environment and Heritage and in the Department for the Premier and Cabinet.

With experience in policy development at the State and national levels, he has undertaken environmental impact assessments of major urban, industrial and mining projects in South Australia. His research interests are in the fields of environmental policy, site contamination law and policy, environmental impact assessment and sustainability.

He is an adjunct lecturer for the Flinders University (South Australia) School of Geography, Population and Environmental Management where he teaches a postgraduate course in environmental policy development.

Wil holds a Bachelor of Arts (Hons) and a Master of Arts, and a Diploma of Education from the University of Adelaide.

EU, US and Canada Jurisdictions: Adjunct Professor Rob Fowler

Appointed to Chair in Environmental Law at UniSA in 2002 and retired in 2008, Rob was previously Associate Professor, Law School, University of Adelaide (and Dean of Law, 1995-1998).

He was co-founder of the Australian Centre for Environmental Law (a joint centre of ANU, Sydney and Adelaide Universities) in 1992, and Director of its Adelaide Branch, 1992-1995 and 1999-2001. He was also a co-founder of the new Centre for Environmental Management and Compliance (CEMAC) at UniSA. CEMAC undertakes the design and delivery of training courses for government officers and the private sector in relation to environmental management and compliance.

Rob has also led a number of AUSAID-funded projects to deliver training in environmental law and enforcement to Indonesian judges, prosecutors, police, environmental officials and NGO representatives. He has served on numerous State and Federal bodies in Australia that are concerned with environmental and natural resources issues, and consults regularly to government agencies on environmental law matters. He has over 100 publications in the fields of environmental and natural resources law.

Awards received include: National Environmental Law Association award for contribution to Australian Environmental Law (1989); Fulbright Senior Scholar (1992); elected member, IUCN Environmental Law Commission (1996).
